Healthcare Staffing Professionals has an immediate need for a Healthcare Policy Analyst. The Healthcare Policy Analyst will support the Department of Public Health Healthcare Consumer Project Unit. The DPH Healthcare Consumer Protection Unit (HCPU) works to reduce financial harms caused by the healthcare system including medical debt which burdens at least 1 in 10 adults in the County. This involves working with public, private, and community partners to develop policy recommendations, programs aimed at monitoring and preventing medical debt and unfair billing, and holding accountable institutions that may contribute to or exacerbate healthcare harms.
The DPH Healthcare Consumer Protection Unit seeks a highly motivated and organized Program Analyst to lead our healthcare policy section to start immediately. The ideal candidate for this position will have a background in policy, legislative analysis, and healthcare along with a strong commitment towards ensuring fairness, transparency, and accountability in healthcare.
The position will start immediately upon acceptance and employment clearance and is initially funded through 6/30/25
Pay Rate-$45.42/hr

Job Duties - Lead the development of a strategic plan for the Healthcare Consumer Protection Unit's healthcare policy section, aligning with organizational goals and objectives
- Monitor local, state, and federal policies and legislation related to healthcare financing and patient protections, including billing practices and assistance programs
- Conduct in-depth analysis of pending policy changes and legislation, assess potential risks and benefits to healthcare consumers, and formulate recommendations
- Develop comprehensive briefs to inform stakeholders about the impact of healthcare policies and proposed legislative changes
- Design and implement strategies to promote adoption of patient protections, collaborating with relevant stakeholders to ensure effective implementation and enforcement.
- Collaborate with team members to ensure the timely and accurate completion of projects
Requirements: - Bachelors degree or equivalent (J.D. a strong plus)
- 4 years of experience in analysis, preferably in healthcare
- Masters or higher degree can substitute for some of the experience requirement
Skills: - Strong organizational and time management skills
- Excellent written and oral communication skills
- Ability to work independently and as part of a team
- Familiarity with healthcare law, health finance, or insurance processes and technologies a plus
